Abstract
The purpose of this study was to develop a valid and reliable instrument to measure the counseling and educational needs of Arab families with handicapped children. One hundred and forty-three parents participated in this study to establish the construct, content and discriminant validity of the scale, together with its internal consistency and the contribution of each item to the total score.
