Abstract
One of the urgent political and administrative issues in the United Arab Emirates (UAE) is the problem of manpower nationalization. The UAE, like other oil-rich Arab states, is heavily dependent on foreign labour mainly drawn from Asian, Arab, and to a lesser extent, European countries. This state of affairs is an outcome of the failure of local labour markets to satisfy the needs of an expanding national economy. Being aware of the cultural and security hazards involved, the UAE federal government has launched a policy of manpower nationalization as a top-listed priority. However, its efforts in this respect have been frustrated by the highly fragmented nature of the policy-making system as demonstrated by the case of the banking sector. -Author
